when you bundle tv and internet. >> reporter: a deadly car accident in foster city claims the lives of three young men. two of whom are brothers and now we'll tell you about a third brother fighting for his life. a hot topic leading up to the election is back in the spotlight this morning. what's happening in washington,

d.c. today. >> reporter: we're live in palo alto where a fire broke out under ground in one neighborhood knocking out powers to hundreds of people. we'll tell you what may have caused it. the chp is searching for the drivers responsible for some dangerous stunts on a freeway. "mornings on 2" begins right now. good morning. welcome to "mornings on 2". i'm dave clark. >> i'm tori campbell. >> it's monday, january 28th. topping our news -- the chp is looking for witnesses to a deadly accident on a san mateo freeway. two young brothers were among the three people killed on highway 92 in foster city. ktvu's tara moriarty joins us with more on this tragic crash, the victims and the investigation. good morning, tara. >> reporter: good morning. three brothers from redwood city were in the car that flipped not far from where we're standing. they were 12 and 16 years old.

now that third brother, who is 18 years old, is clinging to life. now, this all happened about ten minutes until 10:00 last night off highway 92. that time is important to remember because if you were driving in the eastbound direction near the foster city boulevard exit, the chp needs your help. officers are looking for witnesses because they still aren't sure exactly what caused the accident. initial reports say it was a hit and run. >> i don't know how many witnesses have called in but we do urge the public to call if anybody saw what happened. it will definitely assist us in the investigation. >> reporter: now, five people were inside that car. two pronounced dead at the scene. another died on the way to the hospital. it's not known how many of the victims were wearing seat belts. we do know the one who had minor injuries was wearing his seat belt. the chp says it's not ruling out whether this was alcohol- rethe lated. the driver was 21, from san mateo. he died and again, his 18-year-

old cousin was the one who walked away with only minor injuries. the other 18-year-old is at stanford medical center with major injuries fighting for his life. we're live in foster city, tara moriarty, ktvu channel 2 news. >> thank you. another deadly accident to tell you about. this one, in richmond. the crash caused a traffic nightmare on westbound 80 north of cutting boulevard. it happened just before 9:00. the chp says five people were in a black suv when the driver lost control and flipped over while trying to avoid a pothole. one person died at the scene. 7:02. new this morning from palo alto, the repair work goes on after an underground vault caught fire and knocked out power to one neighborhood. ktvu's janine de la vega is on the scene on dana avenue. how is that fire affecting electricity in the area, janine? >> reporter: well, there's still customers that still don't know have power.

we're here in the cleftent park neighborhood on dana avenue. you can see utility workers are here and they are working to fix the problem. their focus is on that manhole cover. you can see where the great bear is urn burned. that's where the -- is burned. that's where the fire burned out. a neighbored caught 911 after hearing a large boom and seeing flames shoot out of the vault. firefighters say inside a transformer and utility wires were burning. police told residents to shelter in place while firefighters worked to extinguish the flames. that explosion caught some residents to think of the explosion in san bruno. this is what they heard. >> sounds like a big explosive. and i went outside the door. i seen the smoke on the street. >> reporter: did you see the fire? >> i seen the fire. >> reporter: how high was it? >> about five feet high. >> reporter: so this fire, of

course, much smaller than the san bruno situation. firefighters are saying that this situation, everything is safe. the fire caused power to go out for 600 residents in the area. in the last 45 minutes, they were able to restore it for all about about 211 customers. at -- 21 customers. at this point, a spokesman says they think it was an oil leak that caused the fire. it will take some time for those workers to fix the problem for the other people in the neighborhood. coming up in the next hour, we'll get an update on when they expect to have everything fixed. janine de la vega, ktvu channel 2 news. >> all right, janine. 7:04. in san lorenzo, the police search goes on for a hit-and- run drowner blamed for knocking out power at hesperian and penny lane about 1:30. the driver ran away from the scene. at one point, about 3,000 homes and businesses had no

electricity. that number is now down to about 275. well, oakland police say they are holding a news conference to talk about two recent shootings that injured police officers. police say a 13-year-old veteran was shot and wounded by a suspect during a foot chase in the fruitvale district on friday. five days earlier, on january 21st, an undercover police officer was shot and wounded while working on seminary avenue. full recoveries are expected for both officers. the super bowl found 49ers are already in the big easy this morning. fans waved 49er faithful fashion as the team took off for new orleans yesterday at noon. five hours later, they touched down in new orleans for a week of practice before the game. the odds are on the niners' side. they are favored to beat the ravens. san francisco has been to the super bowl five times and

they've won each game. the last one in 1995. 49ers have settled in at their new headquarters in downtown new orleans. fans greeted the players and took pictures with them in front of large banners. today, the team will begin weight lifting, practice and team meetings and we have our own team in new orleans. there will have live reports leading up to -- they will have their live reports ed looing up to super bowl. immediately after the super bowl we'll have a live postgame show. well, the san francisco port commission expected to give final approval to the long- awaited mission rocked development project next month. the giants hope to break ground on this $1.6 billion project. it's right near at&t park, sometime in 2015. the plans call for a waterfront park and about 1,000 ain'ts

along with -- apartment buildings along with restaurants and parks. it's expected to grow baseball fans and many growing around the fast-growing neighborhood right around the ballpark. 7:07. sal castanedo, is joining us to tell us about traffic. >> that's right. we do have a new crash. northbound, 101 in san jose. this one is blocking a couple of lanes. just as we were talking here, the chp has decided to turn this into a sig-alert which means that they think this will be here -- they think this will be here for a while. trimble road. northbound 1011 at trimble road. we need to keep an eye on this for you and see how long this will take to clear. an alternate, 280 looks pretty good. you should get out there soon because sometimes the alternates fill up quickly. let's take a look at 880

in humboldt county a woman died after being swept out to sea by a large sneaker wave. it happened yesterday morning near shelter corn. the 32-year-old woman was walking on a beach with her boyfriend and dog when the wave pulled her out to sea. it's believed the waves were 10 to 15 feet high. this is the third time this winter has caught someone by surprise and swept them out to sea in that area. at 10:00 this morning, mayor ed lee will deliver his first state of the city address. while he's been mayor for two years, the first year he filled newsom's term and last year, he used his inauguration speech to give an update on the state of the city. all right. we know more about a deadly nightclub fire. who has just been arrested in connection with that blaze in brazil and why so many people could not escape. and what sweeping changes are being proposed today. what they could mean to the 11 million illegal immigrants already in this country.

a little chilly out there this morning. but 30s, 40. we'll end up breezy. highs in the middle 50s. the first funerals of victims of the brazil nightclub fire are planned for today. in the meantime, cnn reports the police have just arrested the club owner, a person in charge of stage safety, and a band member. authorities in pyrotechnics used by a band performing at the club may have sparked yesterday's fire that killed more than 230 people. investigators say many of the victims died from smoke inhalation or were trampled to death while trying to escape. brazil's president returned early from a visit to chile to oversee the response to the tragedy. >> to the brazilian people and the people of santa maria, we

stand together at this time. even though there's a lot of sadness, we will pull through. >> some survivors told fire officials that security guards tried to block them from leaving the club which authorities say had aen expired license. more than 2,000 people were packed inside, almost double the maximum occupancy rate. key senators think they have a plan that both parties will support. as kyla campbell reports, they will detail their four-prong approach in just hours. >> reporter: yeah, the first of four steps includes helping the 11 million immigrants who are here illegally. the senators from both parties want to create a path to citizenship that's contingent on securing our borders. they want reform to boost the economy and they plan to punish employers who hire illegal imment grass -- immigrants. they want to prove that

americans get first dibs on jobs. the key senators from both parties will unveil more details in about four and a half hours. many on capitol hill believe they will get the support they need to pass legislation. >> while we're being tough, we're being compassionate with people who can again our economy. as long as we can get a critical mass, i don't expect every republican to join, i think we can get this done. >> reporter: the president ised heading to nevada tomorrow to lay out his vision for immigration reform. why republicans are getting on board with the plans, when i see you next. live in washington, kyla campbell, ktvu channel 2 news. >> thank you. 7:15. later this morning, at the white house, president obama and vice president joe biden will discuss gun control with police chiefs and sheriffs. it's part of the push by the obama administration for new policies to curb gun violence. president obama and secretary of state hillary clinton appeared together in an interview to talk about their

unusual partnership. it was president obama's idea for the joint interview on "60 minutes." the president said he wanted the opportunity to publicly thank clinton for her service as secretary of state as she prepares to step down. >> i want the country to appreciate just what an extraordinary role she's played during the course of my administration, and a lot of successes we've had internationally have been because of her hard work. >> many people were surprised when president obama asked hillary clinton to be his secretary of state following their tough campaigning in the 2008 presidential primary. but in the interview, both president obama and secretary clinton said they have a close friendship. 7:16. sonya so toe sonya so toe my so toe mayor will be -- sonia sotomayor will be here in the bay area. she's promoting her book that

recounts her life all the way to the bench. this morning, there a report the japanese government eased its safety regulations to help pass-track the boeing 787 for japan's biggert airlines. reuters is reporting japan airlines and all nipp 0. n airlines asked the tokyo government to cut back mandatory inspections while the dreamliner was being built. japan said it did not compromise its safety standards. 7:17. a public hearing that was scheduled today on the future of pete's harbor in redwood city has been postponed. the city canceled it after both the developer around the save pete's harbor group asked for a delay. the california state's land collision is expected to clarify at its -- commission is expected to clarify at its

meeting in april whether the lease can be transferred to the developer. without the lease, the development deal could fall through. once again, toyota is the top-selling carmaker. this morning they announced they told 3.25 million vehicles around the world in 2012. that's a toyota record and up nearly 23% from 2011 when the production was slowed by the earthquake and tsunami. you may have noticed gas prices around the country are inching up again. the national price for a gallon of regular is $3.35. as usual here in the bay area, of course, prices are about 30 cents higher. san francisco has the highest average price at $3.71. san jose, oakland and santa rosa prices are hovering around $3.63. that's up a nickel and a ten- cent increase in the last month. i know it's not baseball

season but the as got an early start to the season with a big cheer from their fans. [ cheers ] >> that's a cheer. yesterday was the team's annual fanfest. it was sold out. the players posed for pictures, they signed autographs, even chatted with fans. tickets for the as upcoming season also went on sale yesterday with hundreds of people waiting in line at least an hour before they went on sale. the san jose sharks are hot, with only five games played so far, sharks have won all of them. they played the canucks last night. patrick marlo did not -- marleau did not score for the first time. the sharks won, 4-1, their fifth win. marleau entered the season with

you bike riders in san francisco. the -- may be ahead for you bike riders in san francisco. the city wants $200 million for changes. they want to build 12 miles of new bike lanes and also upgrade 50 miles of the existing path. the transportation agency wants the changes because biking has increased by 71% in the past seven years. >> biking might be a good option. sal's been telling us about a crash. yes. southbound cesar chavez, a four- car crash. let's go to our camera on 101. you can see traffic is just at a standstill. the alternate route is not to get on 101 and to get on 280 extension which will bypass this problem. the problem, this also feeds traffic from the bay bridge or the bay bridge comes onto this freeway. so the bay bridge may start being faithed by this crash

unless they -- being affected by this crash unless they clear it. let's take a look at the san jose commute. we had an earlier crash blocking the left lane, northbound 101 at trimble. they moved it to the side. the traffic is a little busy. but it's improved. we're looking at southbound 880 from hayward to union city, it's cloe. if you are driving -- one more thing. we're looking at the toll plaza bay bridge. this is not good, this is a 30- minute wait now. traffic is getting thickeke it might be affected by that crash we showed you in san francisco. getting into the city today. i would suggest using b.a.r.t. if you can. let's go to steve. >> a little system dropping down from the north. that will clear out fast. a cooler pattern. definitely picked up some of the wind. higher elevations along the coast. it will be a breezy day but

7:29. the 49ers begin a week of practice in preparation for super bowl xlvii. ktvu is there to cover it all. joe fonzi is live in new orleans where the 49ers touched down last night. what's on the agenda this morning, joe? >> reporter: well, we had to get up a little bit early. let's quote jim harbaugh. who has it better than us? we're at the cafe, a true landmark enjoying beignets and we're nicely being serenaded. the 49ers will be up and talking to the media later today and the baltimore ravens will arrive as well. as the 49ers got here, jim harbaugh was asked about a topic he's been asked about

show us video of the stunt. you say this is not the first time something like this has happened alex? >> reporter: well, dave, looking online, i was able to find quite a few similar videos of these freeway sideshows. many of them taking praise right here in -- place right here in oakland. and many took place along 880. right by the coliseum is where we are this morning. as we drove along the freeway, you can see a ton of tire marks on the roadway here. this is the video that surfaced on the internet over the weekend. it was posted originally by a man from vallejo. it shows several cars simultaneously doing doughnuts right in the middle of the freeway and this happened right in the middle of the day on saturday. traffic, as you can imagine, came to a standstill on 880. the video lasts less than two minutes before someone warned those drivers that chp officers

are on the way to the scene. everyone gets in already cars and they drive out -- in their cars and they drive off. people who have seen the video are hoping the chp will be able to track down the people involved. >> i would hope that whoever is responsible, that the highway patrol or whomever do what they need to do to make sure that doesn't happen again. >> reporter: the chp says they have quite a few witnesses in this area at the time of this sideshow. and they have a lot of tips so chper vas are hoping all of those things will be able to lead them to the drivers. it was quite a few people who were involved in this dangerous stunt in the middle of the freeway. i spoke a short time ago this morning with the chp spokesperson. she told me there could be an update on the investigation hopefully coming later on today. live this morning in oakland, alex savidge, ktvu channel 2 news. a crash last night involving an ambulance and a tanker it being investigated.

this happened about 9:30 last night on interstate 80 near the powell street onramp. a 76 gasoline tanker hit an ambulance and then it crashed into a guardrail. the tanker was empty at the time. there was no hazmat threat. the ambulance was not transporting anyone. luckily, no one was hurt. 7:34. in san francisco this morning, the preliminary hearing continues for four people accused of killing a suspected pimp. the case surrounds the fatal shooting of 22-year-old calvin sneed last june. prosecutors say the parents of a 17-year-old girl and two others girled sneed because he forced the girl -- say s -- blame sneeed because he forced the girl into prostitution. a former coach begins his

sentence today. alex bursch was ordered to five years in prison and to pay a $2,000. contra costa deputies say they found a large amount of graphic child pornography inside his home. he was a youth coach. a drive-by shooting that injured a mother and her child was not random, according to investigators. this happened saturday night on willow road near facebook headquarters. there was an altercation between two people in two cars before there was gunfire and the shooting may be gang- related. the 24-year-old mother and her 2-year-old son are expected to survive. police in east palo alto are searching for witnesses. they are investigating the fatal shooting of a 211-year- old man. friends of lamont coleman gathered yesterday on pal avenue. he was -- on capital avenue. he was gunned down while walking down the street.

investigators say it's not clear why he was the in the area and they are not sure why he was, tad. >> kind of disappointing. i thought our city was making a lot of progress. >> the authorities have been investigating his past, including a 2011 crash related to the accidental shooting of his girlfriend. but they say they don't believe that was a factor. 7:36. today, investigators in fairfield will be back at the scene of a major fire at a landmark site friday evening. the original eperbelly's comedy theater on texas street was completely destroyed. there's no word on what caused the fire. investigators are trying to find more clues when they search through debris. san francisco firefighters say years of intense training paid off when they rescued an elderly man trapped inside his home. firefighters were called the a home at -- called at a home at brazil avenue. they found the garage burning. the home was filled with smoke

and an man -- and an elderly man could not walk. firefighters got him out of the home and rushed him to the hospital. his condition is not known. 7:37. well, believe it or not, little gnomes are taking over oakland's lake merritt area. some people like them. others say they are not welcome. ktvu's brian flores is live in oakland to tell us why a utility company wants to take them all down. what's going on? >> reporter: hey, dave. good morning. well, still no word yet on who this artist is creating these gnomes. believe it or not, they were all over the lake merritt area. this one is on wayne and wesley. it's a 6-inch piece of wood. it's screwed in there in the utility pole but there is a little gnome there. there's also some that have a picture of a mushroom next to it. but they are all over the area right now. but the issue lies with how and where many of these are located. now, these started showing up about a year ago. but the amount is growing in

numbers. it's expected to be about00 or so around the lake merritt -- 100 or so around the lake merritt area. there are a few who have vice presidented up -- popped up around coffee shops but the majority end up at the bottom of the pole. pg&e run the poles and they say the gnomes, they have to go. the reason, according to a spokesperson, it may inspire others to place other things on their property and it could compromise the integrity of the equipment. pg&e will be taking them down soon, they say. the gnomes have made a lot of people in the city of second a lot happier. >> i love the gnomes i ink they are super-cute -- gnomes. i think they are super-cute. i don't see anything wrong with them. i understand it could be a problem with pg&e. but i don't really see it. but i love them. they bring a smile to my face when i see them.

welcome back. the chp is busy looking for witnesses to a deadly crash that happened in san mateo county on a freeway. two young brothers were among the three people killed on highway 92 in foster city. now, tara moriarty has been on the story since 4:30 this morning. so what do you know now, tara? >> reporter: well, we're here at the scene where the accident happened. there are skid marks and they extend for at least 30 yards. these cars are traveling extremely fast along the

stretch. if we pan to the right, you can see where the car slammed into the guardrail, right there. you can see where it's sort of a crumbled mess. and then it hit the utility pole and a box. there's still a lot of debris. we noticed a couple of raiders' baseball hats, some jeans, medical glove, remnants of this horrible, horrible accident. now, it happened last night just before 10:00 off highway 92 eastbound near the foster city boulevard exit. five people were inside. two of them were killed. brothers. officers are looking for witnesses because they are still not sure what caused this accident. initial reports say it was a hit and run. >> it appears that the vehicle was traveling in the number three lane and they lost control of the vehicle and it overturned when it hit the rail. >> reporter: now, it's not known how many of the victims were wearing seat belts.

problems in one neighborhood. janine de la vega is live with more. >> reporter: good morning. well, the good news is that power has been restored to all but 2 -- 21 customers. originally it whats 600 people. but the -- it was 600 people. this is where the focus has been, this many hole cover. this is where the explosion took place. you can see here that it burned everything inside. now, people who live on dana avenue near ashby called 911 after hearing a loud boom. firefighters arrived and used a large canister of c02 to put this out. the fire cut power to nearly 600 people and -- this is what they heard in the neighborhood. oh. again -- again, you are looking at a live picture of the

sunday, february 3rd. now, you saw joe fonzi, ktvu has the complete team in new orleans right now. they will have live reports in every newscast leading up to super bowl sunday. immediately after the super bowl turn right here to channel 2, we will have a live postgame show. a dangerous freeway stunt shut down 880 in oakland over the weekend. ktvu's alex savidge joins us live with video of the stunt and the search for the driver. it's really kind of hard to believe that they could do this. alex? >> reporter: it's unbelievable. once you see this video. speaking with the chp spokesperson we understand there will be an update on this investigation later on today. we do know officers right now are taking a close look at this viral video that's emerged of a freeway sideshow. it stopped traffic here along this stretch of 880 right by the coliseum.

this is the video that surfaced on the internet over the weekend posted by a man from vallejo. it shows several cars doing doughnuts in the middle of the freeway, in the middle of the day on saturday. traffic brought to a standstill on 880. now, the video lasted less than two minutes before someone warned the drivers that the chp officers are on the way, everyone getting in their cars and takes off. the chp continuing to try to find the drivers who pulled off this dangerous stunt. although investigators say they have quite a few witnesses and tips that have come in. you see the videos online, there were others as well on there from witnesses driving by. the police are pretty confident they will be able to track down the people involved in this. alex savidge, ktvu channel 2 news. >> thank you. police are investigating a crash involving an ambulance and tanker. it happened around 9:30 last night on interstate 80 near the

powell street onramp. the 76 gasoline tanker hit an ambulance and crashed into a guardrail. fortunately, it was not as bad as it could have been. the that tanker was -- the tanker was empty. the ambulance was not transporting anyone. no one was hurt. paintings of gnomes are popping up around oakland much to the delight of residents but pg&e says the gnomes must go. ktvu's brian flores is in oakland to explain why pg&e is having such a problem with that. good morning, brian. >> reporter: good morning. sub just yelled 0 out -- yelled out right now, leave the gnomes alone. these are all along lake merritt. we're on the corner of wayne and wesley. this is just a 6-inch peats of wood there. it has a picture of a -- piece of wood there. it has a picture of a gnome there. the issue lies in where how and where many of these are

located. these started showing up about a year ago. but the amount is growing in numbers. there's no official count of how many are out there but it's expected to be in the hundreds. there are a few that have popped up in certain locations like coffee shops. a majority end up along lake merritt. now, pg&e runs these poles and they say the gnomes have to go. they may inspire others to place these and could compromise the integrity of the equipment here. pg&e says they will be dispatching crews, not sure when, but they will be taking them down soon. the gnomes have made some people in the city a lot happier. some have a message for the unknown artists. >> i love the gnomes. i think they are super-cute, don't really see anything wrong with them being there.

stocks are mixed. this morning, a measure of americans who signed contracts to buy homes fell last month after reaching a two and a half year high in new york. sales were held back by limited supply of available homes. taking a live look at the big board, the dow is down 5. the nasdaq is up 9. back above 1500. exxonmobil is the world's most van uable company -- valuable company a week after apple's stock went down. looking at apple's stock, it's up slightly. up almost 3% to $452.26. apple, the company is worth about $413 billion.

at least 30 yards along the freeway and then you can see where the utility pole and the pox there, the impact of this crash so great, it knocked the pole right off. two raiders,' baseball hats and gloves still lie here this morning. this all happened last night just about 10:00 off highway 92 eastbound near the foster city boulevard exit. five people were inside that car. three were killed. two of whom are brothers. ages 12 and 16 from redwood city. officers are looking for witnesses because they still are not sure what caused the accident. initial reports say that this was a hit and run and they are trying toking to fig out, -- try to figure out what caused the driver to lose control. >> we urge the public to call. if anybody saw what happened, it will definitely assist us in
